This set wrecks, and has a Sp. Defense stat that is almost like as if you put EV investment into it because of the Vest, and the Sp. attack stat next to that is devastating to a team that doesn't have a physical dragon/fairy/ice. And if you want to save it as a switch-in later as death fodder to a physical contact move, lower the opponents speed, comes in handy more than one would think.
The first set of moves in the options are what I'm running, but That's only because it's more beneficial to my team to have Focus blast, thunder's to counter rain teams, and Meteor is for the raw damage. Sludge wave should be obvious.
