The levels we are familiar with are meerly the levels at which pokemon owned by you, the player, as an above average skilled trainer evolve. This is why weaker trainers like youngsters and bug catchers have pokemon far above the level they should evolve at, they aren't constantly pressing B for no reason, they simply aren't good enough for the pokemon to evolve yet. Likewise the opposite is true, where a trainer skilled in specific types of pokemon such as dragons has an even greater degree of skill than the more well rounded player, and thus his pokemon evolve faster.
