I used to think they naturally generate "coldness" due to the fact that they're Ice-type. But there are some Ice-types that seem adapted to stay warm in the cold, like Swinub and its evolutions, with their thick fur. That makes me think they actually need to regulate their temperature to avoid freezing, just like a warm-blooded animal. For reference, mammal body temperatures range from 97-103°F on average, so I think it's possible Ice-types might actually feel warm to the touch. Then again, it may vary based on the species.
