The anime delt with this actually, featuring baby Lugia's and stuff, but of course, you gotta take it with a pinch of salt, because you can' use the anime as hard evidence for something in the games.
I would say Rangers is definitely canon though. There doesn't even have to be any confusion about Pokémon in those games, because everything you catch is temporary.
Orre is more tricky, because GF doesn't actually acknowledge it in their main series games, due to a different studio actually making those games.
I personally treat it as canon, but if there is ever a significant canon dispute, the main series games will always be to go-to for canon, you know what I mean?
