There are a lot of Pokemon that fit that criteria since a ton of people in the Pokemon universe don't battle. I'd imagine Grass types would be the best pets overall since they can get food from sunlight, are generally docile and also smell nice.
I think pic related would be my go to for a Pokepet, with Marill and Chikorita in 2nd and 3rd place.
