Even just giving Ice one more resistance, like to Ground or Flying, would do wonders. The fact is that despite being an excellent offensive type, you can count the number of Ice-types that aren't slow/defensive on one hand. Whatever their conception of Ice as a type is, it is incompatible with their design philosophy for Ice-type Pokemon.
