OP is only half correct though. TMs should have an 'unlimited' version you can buy post game purely for breeding purposes. there is literally no argument that can be used against this, you cannot expect people to constantly buy new TMs every time they want to use a different pokemon with a different set of abilities for online battles.
i also like the thought of hms being a sort of key item that you can use as long as you have a pokemon in your party which meets the criteria to use said ability, without them actually being moves you put on your pokemon.
