Even without that excuse GF made a mythical pokemon designed around portals just so they wouldn't have to write why the local legends and one of a kind pokemon are popping up all over the world. They also have alternate universes to pull from if they want to justify legendary pokemon that have been canonically caught like the gen 5 box legends.
Its the most soulless decision GF has made regarding the franchise
