Many people forget that Lugia actually LIVED on Brass Tower, like Ho-Oh LIVES on the Bell Tower. The only reason why Lugia LEFT to live at WHIRL ISLANDS is because IT ACCIDENTALLY CAUSED A STORM AND BURNED DOWN ITS HOME, KILLING THREE POKEMON IN THE PROCESS.
You have to give Masuda-san his props. Gen 2 is more than just Gen 1 part 2, it's a story about life and death. The DEATH of Team Rocket and its REBIRTH? The DEATH (metaphorically) of Red and the BIRTH of a NEW POKEMON LEGEND GOLD???
Lugia represents death. Ho-Oh represents rebirth. They are two sides of the same coin. Yin and Yang. The original Xerneas and the other guy.
Lugia is more than just "Kyorgebut psychic", he's the antithesis of Ho-Oh.
