I'm not sure how to make a balanced Pokedex, but some ideas I implemented in mine were:
-All starters are mono-type
-Early PKMN of the starter types to cover starter's weakness
-No shitty regional bird, but no Smogonbird either, could change for Tailow line
-Best design of the Normal Route 1 rodents (Zigzagoon/Linoone)
-Almost no normal types, and very few only-normal types
-Kingdra and Accelgor are no longer obtained by trading, but by leveling up (When GF disables the Wi-Fi for this gen, you would still be able to evolve everything solo).
-The only Pokemon given to you are either Leafeon or Glaceon.
-Day Care is not available until obtaining National Dex, so those would be the only Eevolutions you can get before the Elite 4.
-Beedrill is buffed so he is not a Route 2 shitmon anymore.
-Emolga, Sableye, and Dunsparce gain evolutions.
Darkrai and Cresselia are the main legendaries, with side missions for Giratina and Suicune.
