Columns A and B are pretty straightforwardl picks, either adapted immediately from or obvious derivations of either ingame teams.
Column C is a less intuitive set of picks that uses Pokemon assigned to them in the TCG

Column D is a straight-forward set of additions, based on either the anime or the manga.
Column E is their ace "shoulder-mon"; I think Farfetch'd is a good choice for Falkner since he's a pretty weak final evolution that won't be too difficult that early in the game, and would be an interesting complement to Farfetch'd's limited availability in Gen 1. I don't really feel compelled to give him a Johto-mon; he has a Farfetch'd in the TCG, manga, and Stadium 2. There's a lot of other choices, but the first gym leader needs to be a bit of a pushover.
Column F is their actual strongest mon; I didn't assign anyone to Jasmine because I feel like there's a lot of great choices but there's no singular stand-out. To compensate, I'd just have Jolteon set-up to Baton Pass several Double Teams to Steelix rather than that Sunny Day gimmick they tried to pull off previously.
