Dawn, Lillie/Lana were all designed with the loli look in mind, Misty's probably slightly bigger than them, Iris is somewhere around there too.

Animation for everything in the anime fluctuates between episodes. That's why some eps look like shit and others look really good. Its noticeable during battles too.

May's size was drawn relatively consistent. She's only slightly smaller in the Battle Frontier arc.

That's exactly why May's boobs look bigger in some episodes than others. If the animators put extra detail on her chest, they were noticeable.

Also May had a lot of profile shots either when she was just standing or throwing Pokeballs, so her boobs popped out "sideways" where they were noticeable.

Just look at this pic. Her boobs is actually huge here and its quite noticeable.

They should just say they're all teenagers instead of pretending they're young kids. Truthfully the main cast has always looked around 13-15, with Brock being around 17.
