It could be that since Slowpoke is revered in Johto as a rainmaker that in their culture bringing any percieved harm to it is considered extra bad, like Indian's not eating Cows, compared to somewhere like Galar.
I already listed reasons why I thought it was bad even in spite of Slowpoke's feeling no pain in their tails and regrowing them.
Also super dogshit analogy btw, I'm disgusted you'd even make the comparison. Rape traumatizes people for life, Slowpoke's don't even realize their tails are gone, and they don't give a shit when they do.
