This one was inspired by Dr. Seuss's drawings, so it's supposed to look like it came straight out of a Dr. Seuss book and it's also supposed to make you think "What am i looking at?". I also couldn't make a good design for it after many tries, so let's say you're supposed to hate it too. Its legs' bone structure allow it to spin without moving its feet (like a weather vane).
