It's completely different from Gen 2, where you can find rare Pokemon extremely early as long as you do a little bit of searching for them, like how you can get a Heracoss or Aipom as soon as you get Headbutt, or Teddiursa/Phanpy in G/S. The good Pokemon in Gen 4 are completely unavailable until the ~4th gym or later. Absolute dogshit region design.
