if you have access to trading from gen 1, and you're willing to use glitches, you can use the shiny ditto glitch and get a shiny ditto within minutes who will breed you any pokémon with 1/64 odds.
if you have access to trading from gen 1, and you're not willing to use glitches, you can catch a ditto with shiny genes. the best place to do so is cerulean cave in red & blue, where you can repel trick for a lvl 67 ditto. if the ditto has 82 defense, and 72 OR 82 special, it has shiny genes and can breed any pokémon with 1/64 odds. the odds of finding said ditto are in theory 1/128 but certain stat spreads can't generate in gen 1 so it's somewhat better. the shiny gene spread can generate though, since i have one. this is much much faster than chaining even for a single pokémon, and simpler.
if you don't have access to gen 1, and you want to breed a lot of shiny pokémon, you should hunt a shiny gene ditto in gen 2 on route 34. and if your target is genderless or male-only then you must do so. the odds are 1/2560 when you take into account the 5% appearance rate. their level is too low to check their stats directly, so you'll have to deposit them alongside the shiny gyarados in the daycare, and if they say they're "brimming with energy" when you talk, they have shiny genes.
as an interesting side note, a legit shiny ditto in gen II is probably the worst hunt in the entire series, next to gen IV manaphy or gen III jirachi. when you take into account the appearance rate you have 1 out of 163,840 odds of encountering one, and RE hunting is slow. you can't repel trick in gen I either since shinies can't generate from random encounters in grby, this is the only way to get a shiny ditto.
finally, if you don't have access to trading and only want one or two shinies, then chain breeding will probably be fastest.
