People know Pokemon first up front as cute and cuddly, this isn't to say that Lucario isn't possible as being that. However, when they portray him, it's usually as one who is more warrior-like or trying to be somewhat serious.
That and people like dogs. Lucario is a canine so to speak.
Also giving it to ash would ruin Lucario in the sense that he just wouldn't be as special anymore.
