It's a really stupid system. A lot of the Pokémon in Black and White evolve so late because for some reason, Gamefreak filled the wild with a bunch of first-stage Pokémon rather than just giving you the Pokémon in its second stage. Hence a Victory Road full of Deinos. As a result, they had to make the evolution levels stupidly high so Pokémon weren't evolving the moment you got them. I have a feeling it's going to lead to some serious lack of balance the moment the next gen comes along.
