Yes, pokemon take a long time to unlock and items take an even longer time to fully upgrade. The items' levels matter a lot in battles.
Gardevoir is fun, but it's cursed with the latest level evolution in the game alongside Garchomp. It's stuck as a Ralts for most of the early game, which is very weak and vulnerable. Gardevoir however is a blast once fully evolved, and has one of the best ults in the game.
Gladly, Gardevoir is my favorite and I am not a waifufag.
