Also, Game Freak doesn't do their own 3D work, that stuff is outsourced to Creatures.
Even then, after they've updated the models with new textures and non-existent animations, why are they cutting them the next game? Why can't we get a full pokedex next game?

Their whole fucking marketing is based around it. Even the launch trailer published fucking yesterday emphasized on how you can bring your pokemon over from earlier games and have new adventures with the pokemon you like. Masuda even talked about how critical of an aspect it is to the game's core when he announced Pokemon Home, only weeks before the dex cut became public.
