Team Plasma's advance in technology meant that they can augment a Pokemon more with fossil resurrection techniques which makes Genesect Steel/Bug rather than Rock/Bug, the cannon itself was a modification they mounted to the insectoid Pokemon and not simply powered a metaphorical biological laser beam, it is possible they "evolved" (as in real life evolution) Genesect to a degree to make it a perfect candidate for the weapon, which they intended to use to take down Mewtwo.*

On the Anime side of things, this should have meant that Team Plasma successfully stole the Meteorite from Team Rocket around episode 24, and the Sunglasses Sandile would've been caught 40 episodes earlier and Ash's Palaptoad/Cilan's Stunfisk would've had an actual personality to speak of.
Currently they're using gimmicks to keep people interested in the anime, such as introducing Charizard..to do nothing in the movie with several fanbase favorites such as Clair, Cynthia and Professor Oak (which in his case, catches a Rotom) to the extent that they use deceptive episode previews making people think Butterfree actually came back...it was a Caterpie that evolved that made Ash think of the original Butterfree...
