Whilst it isn't the highest DPS or TDO, when you account for its steel type resistance and 1/4 flying attack resistance, its TDO jumps up a lot in favourable matchu ps compared to pure electric types.
Zekrom does look ridiculously good but it's based on pre-release data, it could get a change in moveset or stats like the 9% nerf other legendaries got.
