All the references to 20 years passing could just be a reference to real-life and not necessarily meant to reference RGB in-universe.
Mina's concept art from LGPE pegs her as 13-15 years old, since we know she's no older than 19 in SM/USUM due to the age limit on Trial Captains, this does create an incosistency.
