>>39490502They did and the Gym Leaders are a part of that as well. It's not the best they could have done, but it is expanded on and you see more of their hunt for Mew and legendaries.
Despite how fanfic-tier it sounds I think the manga handles them well and it's a cool way of expanding upon some of the gym-leaders. I don't think I'd like Surge or Sabrina as much if it wasn't for their Rocket versions.
