I think the rest of the ORAS arc was heavily meddled with by executives, which played a big part in why it was so shit and everyone hated it. Kusaka banished himself from Twitter around that time too (2017). Which raises the idea that maybe Kusaka is trying to redeem ORAS by writing an epilogue that actually aligns with the story he wants to tell. Many fans speculate the epilogue might be an attempt to close out the story of Ruby and Sapphire's relationship in a better way more aligned with what was established in earlier arcs (RS/E). Since if the epilogue was just going to be about something inane like Volcanion, Magearna or an Alolan character cameo leading into the SM arc, there would be no real reason for the draft to be rejected.
Either way people also speculate Kusaka's superiors hate his ideas for the epilogue, causing creative differences and then delays if Kusaka refuses to back down.
That's just a headcanon though.
