Just to clarify, Wartortle gets its tail from being based on a Minogame. Squirtle's tail is probably supposed to be a earlier stage of that, since the Minogame tail is supposed to be made of seaweed and represent longevity, so you have the undeveloped Squirtle and the more developed Wartortle. (and then Blastosie just ignores it all) There isn't really any evidence that its supposed to be a squirrel turtle or anything like that, since its original Japanese name doesn't really reflect that at all, and the people naming the thing for the US probably just thought of Squirt + Turtle, rather than anything that has to do with Squirrels.
