That also touches in a discussion I was having a while back about the wish to have level scaling in future games, that, in summary, the average level of the Pokémon would depend on how close they are to cities and villages, as Pokémon Rangers, League staff or whatever, would make sure that no dangerous Pokémon would be immediately around civilized areas, and thus, the further away you are from civilization, the stronger the wild Pokémon would get.
