However, they are not naturally born with this skill (unless stated otherwise), they have to work hard and learn how to talk. Some are gifted with the power of telepathy (like many Legendary Pokemon and Psychic types), but those who aren't have to learn how to do that if they can even pull it off.
So at the end of the day, Pokemon might not be so different from humans, it just depends on the specific Pokemon's capabilities and capacity to learn.
