Her story at the start made no sense with her disliking pokemon somehow when she lives in a world reliant on pokemon. Then she went on some weird journey to find herself or something but they the staff seem to have forgotten about her and so she only show up once in a blue moon to do fuck all. Then she became a brony, for some reason and I guess she started liking pokemon again?
Chloe really is an example of a wasted character and someone who had no place in the story outside of her voice actor probably being expensive and they already paid for her so couldn't tell her to fuck off so they just did whatever.
That last episode of her going into contest told me that there was no point to her existance since whenever they have a pokegirl end up doing contest it just means they're out of ideas for what to do with said character.
