There are 9 generations of lore and knowledge, and no one is able to draw the connection that it is related to Donphan, instead, TPC calls them "unidentified beasts" for the sake of spooky mysteriousness. IIRC when you are in Area Zero one of the NPCs even says "Look, it's a Jigglypuff/Delibird!"
