It has clear flaws that are likely intentional, like a mediocre 85 speed, no reliable recovery unlike every other Grass starter, and no good coverage against Flying-types.
Compare that to Cinderace who has coverage for days, a reskin of one of the most OP abilities ever, and a minmaxed stat spread.
The fact that the DLC Home datamine showed the Tapus getting the terrain moves and they ended up not getting them just solidified my suspicion that they genuinely didn't realize how busted Grassy Surge + Glide (and Psyspam to a lesser extent) would be and removed them at the last minute.
