If anything, I'd argue that Primarina's success with the Japanese crowd is what more than likely indirectly led into Inteleon's creation
Anyways this is the problem with both Inteleon's and Primarina's designs.
They are both designed to appeal to one and only ONE specific crowd:
Preteen Japanese School Girls who are into Pop Idols and Ikemen (which is like 90% of them really)
While both ended up being extremely popular among their target audience, they failed to appeal in other places who aren't as familiar with their concepts or the intent behind them
This is why, Cultural values should never be put inside a worldwide phenomenon like the Pokemon franchise.
And considering that both Primarina and Inteleon ended up preforming really well among their targets audiences, I have a feeling that the Gen 9 Water Starter is probably going to follow their lead, starting this discussion all over again
