If Lumineon was repurposed as a fast but bulky support mon it would probably actually see some usage.
Current BST: 69/69/76/69/86/91 - Total = 460
New BST: 89/69/86/89/86/91 - Total = 510
Have it keep Swift Swim then it would be great on rain teams. Maybe change the defenses to be higher just so it has a bit more bulk, but if you gave it the aforementioned moves and maybe something like Dazzling Gleam as well, it wouldn't be the most forgettable Pokémon from Gen 4.
