Instead of spamming it, it is used in cases of emergency when the rest of the pokemon moves won't really be effective and switching isn't relly an option.
Than, it's a gamble button. there is a chance the move it will bring will change the flow of battle. it is a very slim chance, but it is still more than nothing, as long as such a move rreally does exist.
