If you really want a buff character, have him be the guy who found Eronze because he was doing the heavy lifting. Eronze imprints on him and he's there because Eronze responds only to him by right of strength. And then make the character not look like a generic muscular villain and give a bit more depth to the character so that they aren't just a trope.

I don't think the dual road is the best way to go about it, honestly. Other routes do that and you'd want to avoid more of the same. I say have the north-south section on the left start deciduous and gradually shift into a more tropical locale. Make the route the beginning of a water sink. Think of ways to increase route diversity pokemon wise. Hell, what if this route was a drier part of the more southern marshland? This part could maybe even have a Big Cypress Swamp feel to it. Granted, depending on the distribution timeline of Surf, the middle part could easily be dry marshbed or puddle-y. Then you can really commit to marshland and make a deep-swamp/bayou feel for the swamp underneath the cycling road.
You could even have some areas accessible only after surf is acquired.
