Early sprites contained numerous errors, see for example Koffing, Cloyster, Kingler, Marowak. Sugimori art is how the Pokemon is supposed to look, this has always been the case. Even a lot of Gen II sprites contained coloring errors etc. that were later fixed to match the official artwork.
