It's normal type because GF wanted it to be normal type, it could have been dark, ghost, fairy, ice, or whatever they wanted, but they picked normal/ghost since that was a new typing and they wanted it to stand out.
Might as well start debating why Chansey is Normal and not Fairy, spoilers, its just for game balance and nothing else.
