the problem with seasons is that they didn't do enough with them. there should've been more areas like twist mountain or route 8 where the way you traverse them changes drastically based on the season.
we needed season exclusive encounters too. not different rates, but entirely exclusive encounters. maybe the BW pokedex is too small and would've been stretched too thin, but they could've used it for some of the returning mons in BW2. imagine visitng floccesy ranch in the summer and finding Volbeat. or, since pinwheel forest and twist mountain are locked to postgame, maybe alternate evolution methods for leafeon and glaceon only available in certain seasons?
also, i think it's fine to make them last a month. you're not supposed to experience all of them (outside of that one sidequest nobody did) it's meant to add variety to repeat playthroughs.
