Not to be a competitivefag or anything, but it's been OU in every generation since it's release, has a good ability in Swift Swim, a based design, and relatively well rounded stats on top of being a Water type when they're amazing both offensively and defensively. The only thing that truly fucked it over was the introduction of Fairies, but even still it's still as usable as it ever was. It's as simple as get better at using it really.
