The entire premise of the Luxray image is that the Dark type is called "Evil" in Japan, which only applies to "darkness and cruel behavior," and that, since neither of these (mostly the "cruel" part) supposedly applies to Luxray, that means it can't possibly be Dark-type.
The counterpoint is that every Pokemon I have listed, however, likewise does not exhibit "cruel" behavior in the main games, or in their Dex entries, and yet is still Dark-type.
