Just give every Pokemon Metronome and allow them to learn it up to four times, and fix moves that are normally species-exclusive to work with all species. MAYBE introduce Metronome variants that ensure progressively better moves or specialize in Physical, Special, utility and Status Affliction respectively, still allowing all Pokemon to learn all Metronomes.
There, no more bitching about "now mons are just glorified TM receptacles". Everyone is on equal terms move-wise, and it's TRULY the stats (and in gen 3+, Ability) that make or break the mon. You'll even give shitmon abilities like Early Bird or Rattled a new lease on life because they can unironically save you when the RNG hits you with something unexpected.
