Now from what we know about Kiloude City is that yes it is an examlpe of southern Kalosian life. But the thing to note there is that no one seems to show any kind of worship or custom towards the Pokemon known as Volcanion in Kiloude City. Which further implies that there are in fact more areas located in this southern Kalos we keep hearing about and not just Kiloude City. So there must be an area located in Southern Kalos where Volcanion is worshipped as a nation-building Pokemon.
To recap, Volcanion is a pokemon that expels hot steam from it's body that is strong enough to blow up mountains. It's powerful condensation is also strong enough to cause rain. Which explains why it rains so much in Kiloude City. A city which is only an example of southern Kalos life. And if there are a select group of people in Southern Kalos who worship Volcanion as a nation-builder and the group of people are nowhere to be seen in Kiloude city, implies that there's more to Southern Kalos than we originally thought.
