You cannot see the IVs of a Pokemon in their Summary screen. The stats are the end result of a long equation involving EVs, IVs, and BST for whatever species it is.
What you're describing (12/6/6/6/6/6) are the actual STATS. You are going to see little to no variation at level 1 from IVs or EVs.
IVs are hidden values. You cannot have any idea what they are until the ask the guy in Kiloude.
EVs are values that you get from actually TRAINING the pokemon, be it through Super Training, EV training via wild pokes, stuff like that.
It's really not that difficult.
