Narrative-wise, it's one of the few ways to make sure that the MC actually has various appliances to keep them going during a time where people don't even wipe their ass. (It's how you get Rotom's other forms if it wasn't obvious enough.)
A working laptop isn't that far-fetched, but the obvious discrepancy here is that there would be no online connectivity. Unless the laptop had the leak downloaded before it got teleported to Hisui.
