Second off, terrible colors. You chose two main colors, one being gray (which is alright) and then a really gaudy and ugly bright pink. It's ugly and not pleasing to look at. And as someone else stated, it looks like a dragon in fishnets. Not like a chinese finger trap dragon. I took that idea and tried to make something that resembles a chinese dragon and a finger trap. It's not meant to be a legendary, more of like a mid to late game Pokemon. And it's not the best since I made it in 5 minutes, but it takes the concept you tried to do and makes it.... good.
