Litten has the most for first stage, Brionne has the most for second stage, and Primarina has the most for third stage. The third form starters have the largest gap between first and second with Primarina having 3188 more pieces of fanart for it than Decidueye.
This does not reflect my opinions on the Gen 7 starters.
