It could be in a box with other peoples' orders that they'll ship out all at once, or it could be in one of the mailboxes outside the post office waiting to be collected and taken inside for sorting.
The point is, if it just says "label created," the postal workers haven't touched it yet because they have to scan anything with a tracking number to put it in the system. It's somewhere between Wasteland's warehouse and the post office.
