The battle animations in S/S aren't fantastic, but they're still overall decent and took the transition to HD well enough considering everything else considering they're not the sole focus of the games. For one, they're long. Much longer than most regular moves, because they're meant to be big flashy events rather than something done 1000 times over.
Second, they're very asset intensive, using a lot of modified environments and special particles for single pokemon moves that GF would really need to spread over many pokemon because of the next point.
Third, and most importantly, Ga-Ole doesn't have all the pokemon and what they do have they've cultivated over years. They've been adding new pokemon in sets since the game came out in 2016 and there's still nowhere near the 300-400 that will be in S/S. For the sake of consistency they'd have to have more animations of this quality made themselves for the other pokemon.
