>>47582208in all seriousness, its very much legal. Only when you start asking money for it does it become illegal. Making a romhack isnt illegal, and there are many threads about it on 4chan. The real spicy part is just the fact you will need a rom of whichever pokemon game your hacking.
tl;dr its completely legal as long as you dont charge money and you dont give out the original roms of the game, just the patch file
