Yes. The dub ALWAYS replaces the original music, Laverre City in pic related was replaced by frenchy accordion music.

Why? It costs money and time to license the OST for dubbed versions, anon.

It costs considerably LESS money to hire people to make your own music, thus saving money and conserving time.

It's why the dub airs so close to the original compared to other anime.

Honestly though, the dub music has gotten better this season. They seem to like using accordion tracks whenever Serena shows up in a scene.
